The JUPITER project is divided into five major parts described in the blocks below. It began with the provision of components and the definitions of experiments.

In the JUPITER project the three key issues - Usability, Performability, Interoperability - form the core of the technical work performed. The overall technical approach of JUPITER covers practical experiments with both retrieval and conferencing multimedia services, the assessment of the usability as well as the acceptability of the multimedia services and last but not least the proof of interoperability between different hardware and software implementations. The above figure explains the structure of the JUPITER project and the relationship between the key issues.
The links between the Usability block and Performability/Interoperability blocks show the assessment of interfaces used in the performability and the interoperability activities. The link between Performability block and Interoperability block reflects the use of wide area ATM-networks in both trials in the last phase of the project.
