Foundation: atTime

This concept is a MESSAGE-relationship whose attributes are specialised as follows:
- the subject attribute is of type TimePoint
- the object attribute is of (abstract) datatype, time (denoting a point on the system history time-line)
atTime is a function (UML Association) that maps instances of TimePoint classes to 'tokens' representing points on the system time line. It is included in the MESSAGE meta-model to:
- help establish a temporal semantics similar to that often used in AI-based agent languages and theories
- allow temporal constraints to be expressed (e.g. Task A must be completed before Task B begins)
- allow explicit representation of time should this be required
