P415 Study on European Numbering Issues

Rationale
In the Council Resolution of 19 November 1992 on the promotion of Europe-wide co-operation on numbering of telecommunications services, the commission asked "to investigate the case of intro-duction of a European code for use in parallel with Member States existing country codes...".

The European Committee of Telecommunication Regulatory Authorities, ECTRA, going beyond this mandate, is now studying the introduction of a unique European code like the North American zone's 1. The number 3 has been considered. The decision to follow this way will be taken by ENC (European Numbering Co-ordination) where ETSI, ETNO, ECTRA and Users are represented. The most recent proposal from ECTRA Strategic options for numbering of telecommunication services in Europe (Intermediate draft from ECTRA project team, 3 June 1994, 22 pages) is included in the project plan.

From a PNO point of view S/Ps of EURESCOM should analyse this proposal in order to have a clear view of the advantages and drawbacks of a European Telephony Numbering Space (ETNS). Based on these studies, the European PNOs could bring arguments against or in favour of the ECTRA proposal in the ENC meeting and influence the decision taken in this body regarding the possible evolution of the European Telephony Numbering Space (ETNS).

Objectives
The project will study the advantages, drawbacks and consequences of the above mentioned proposal from various points of view:

1. Network operation point of view
2. Service provision point of view
3. Customer point of view (customer: calling party as well as subscriber to a service)
4. Regulatory aspects
-competition between local network operators.
-competition between carriers.
-competition between service providers
